Adds delay to minimap generation until world settings have been received.
- Adds safe guard for minimap size changing during generation.
- Reworks the world refresh system to be shared with Expand World Data mod (no double refresh).

Settings are now saved to the world file. Config is overwritten on load.
- Adds support for automatically extending the save system up to 65536 meters radius.
