A Haulwright shrine only works within 30 m of itself. Build a Haulwright relay: each one adds a 200 m hauling area and must stand within 200 m of the shrine or of another relay, so you can chain them to a distant base. The Haulwrights fly between relays. Press E on a relay to call them to you.
