So the sails just don't go down for me visually. Sailing still works. Just visually it doesn't go down. Is this a bug or a locked feature behind the paywall?

No, visual sail movement is not a feature locked behind any paywall. If the ship is sailing normally but the sails aren't visually lowering, then it's a bug.
