How to build a fletcher's table?

When does the fletcher’s table appear in the build menu? I remember playing before version 1.0, and back then, you just needed a few resources to build it quite early on. Now, I’ve already managed to get some copper, but the fletcher’s table still hasn’t shown up in the menu. An AI search result told me that the mod’s logic has changed—apparently, you now have to find the trader Haldor and buy blueprints from him (specifically, "Schematics of the Lost Era" and "Runic Capsules"). Is that true? As far as I recall, the first bow you can craft at the fletcher’s table is only a couple of points better than the Finewood Bow. Is this for real? Do I really have to go hunting for a trader just for a measly few extra points of damage?

And why can’t I delete or disable Artisan_Mastery? (The Gale manager says that HL depends on it.) I only downloaded Artisan_Mastery for the crates at sea and the wrecked ships; I don’t need any of its other features.

Munitions Bench: Bronze x6 • Resin-treated Wood x20 • Bronze nails x20 • Feathers x6
Resin-treated Wood is produced at an Artisan's Table

If Artisan Mastery is not installed, the Hunter mod includes a special system that replaces custom resources in recipes with vanilla ones.

If you don't need other content of the Artisan Mastery mod, you can disable them in the config manager under the "Content Modules" section.
